Description:

In 2020, the Denver Auditor’s office developed simulated phishing emails to test employee’s behavior related to email phishing risks. To identify causes of the risks, they designed a randomized control trial to deploy two different simulated phishing emails through a program called Lucy. Their analysis of the results combined with a detailed analysis of the city’s information security training program led to specific recommendations for the city to reduce the observed risks and improve the city’s email security. This presentation reviews will provide details on the steps to develop phishing email templates, configure systems to allow an external test, conduct a randomized control trial, and analyze the results to identify cause and effect related employee cyber security behaviors.

Learning Objectives:

Biographies:

Dr. Samuel Gallaher is the Audit Analytics Manager and Methodologist for the Denver Auditor’s Office where he leads the Audit Analytics Team, the continuous audit program, provides methods support, and technical training for audit teams. Through his work as an engineer, social scientist, and analytics supervisor he has over 15 years of program and process evaluation experience using analytics. He has provided analytics courses to auditors and served as part-time faculty at the University of Colorado Denver’s School of Public Affairs he taught graduate courses on Evidence-Based Decision Making, Research Methods and Statistics, and Policy Analysis.

Robert Persichitte, CPA, is a Senior Auditor and member of the Audit Analytics team with the Denver Auditor’s Office. He conducts performance and financial audits in these roles, develops scripts in Arbutus and Python to automate and assist audit functions, and develops interactive data visualizations. Mr. Persichitte is also an associate faculty member at Metropolitan State University of Denver where he teaches accounting and is the site coordinator for the Volunteer Income Tax Assistance program. He has presented on topics such as using innovative tools in audit and report language for compliance audits. Mr. Persichitte is a Certified Fraud Examiner and a Certified Public Accountant. He received a B.S. in accounting from Regis University, a Masters of Professional Accountancy with an emphasis in fraud from MSU Denver, and a certificate in data science from Harvard University’s Extension School. In his free time, Robert enjoys raising his two wonderful kids, developing code to analyze text, and playing the Accordion.

Jared Miller is an Information Systems Audit Manager for the Denver Auditor’s Office. He manages various teams who conduct performance, IT, contract compliance, and cybersecurity audits. He has over 10 years of experience in government auditing, during which he provided recommendations to the Denver’s affordable housing program, airport cybersecurity practices, and the substance misuse and overdose program.  In 2019 Mr. Miller won a Knighton Award from Association of Local Government Auditing for his audit of Denver’s affordable housing program.  Mr. Miller is a Certified Information Systems Auditor, Certified Fraud Examiner, and holds certificates in ISACA’s cybersecurity program.  Mr. Miller holds a B.S. in Accounting from Southern Illinois University Edwardsville.
